Is the patch installed on Server 2008 when sitting at pending reboot?

I'm trying to find a Microsoft document that lists the process that the OS uses when installing a patch. Let me explain the situation.

We did monthly patching last month. A patch was applied to the server 2008 server and it was sitting at "Pending Reboot" for about a month. This is a production server so it was not scheduled to be rebooted until the next patch cycle. The server had issues and the finger is being pointed at the server being in a pending reboot state.

It is my contention that the patch has not been applied yet since the server has not been rebooted, but I need documentation to back up what I'm saying. Is there a Microsoft document that shows the steps that the server goes through when applying patches? I know that after it applies a patch, it prompts for a reboot. When a reboot is initiated, you get that screen that says that it is installing the patch and that you should not power off the server. It does this again as the server is coming back up. What is actually happening at each of these steps?

I hope I'm being clear on what I'm asking, but if not, help me clarify the question. Thanks in advance for any help.
