Local Policies and Security Options settings

On a machine running 64-bit Windows 2008 Server Standard OS, I am wanting to change a setting in the Local Security Policy MMC for "Security Settings /Local Policies /Security Options" in the policy:

Network access: Allow anonymous SID/Name translation.

However, currently the policy is set to "Not Applicable" and the option to change it is not available because it is greyed out.

I don't know why it would be greyed out or how to change its state. Is there another way to change this policy?

Also, where can I find instructions for importing all of these settings to another machine with this same OS by using a file instead of having to do it manually, after I have made all these settings to the values I want. I see the tool that lets me export them to a text or csv file, but nothing appears to let me import such a file.
