One user account won't accept password

Hello,

I'm building out a large test environment where I've created many test user objects:
testuser1, testuser2, etc...

All these user objects have the same password.  But I have 1 user object that won't accept that password.  I've deleted that user object and recreated it using the same user name about 10 times and it still tells me my password won't meet the complexity requirements.  Again, the same password was applied to the other 99 user objects without a problem.  

The user object will accept other variations of the password, but not the same one as all the others.  Has anyone ever seen this problem before?
