An unexpected error has occurred: The Certification Authority Service has not been started. when selecting the option to Download a Certificate Chain or Root certificate

I am having trouble launching the webenrollment page within 2008 R2. Whenever I go to the DNS name pki.firm.law/certsrv I get an error message of

  • An unexpected error has occurred: The Certification Authority Service has not been started. when selecting the option to Download a Certificate Chain or Root certificate

Every other part or the webenrollment will work. Just this part does not. I have followed the tips on:

I have also completely formatted down to bare bones and started over from scrath and when I get to the point to install webenrollment on go to the site pki.firm.law/certsrv I get the same error message. It must be something in the DNS or Schema because it cant be the servers. I checked delegation as well and the server name as kerberos delegation enabled. I have checked permissions still no change.
