Access was denied by the remote endpoint 0x803d0005

After installing the Certificate Web Enrollment Policy Service and the Certificate Web Enrollment Service accourding to the instructions. I am stuck at entering the URI in a GPO as well. When I enter the URI and click validate, i get a "Access was denied by the remote endpoint. 0x803d0005" error. I have verified delegation of the service account being used and installed the hotfix related to this error. I enabled error notification in event viewer but it produces no usable information. Nothing seems to be able to work for me with this. Any help would be appreciated.
