Windows Update - Some settings are managed by your system administrator

Single computer on a DSL line. 
Vista SP1. IE7.06 -
Was temp set for manual update. 
Believe that some file ermissions were changed or files deleted. 
No file named gpedit.msc.
Using Administrator account.
Update is hung, won't allow anything.

Any suggestions?
