Is it possible in Win 2008 R2 firewall to create a single block all inbound access EXCEPT it it is from the local subnet when deafult rules exist?

Hi 

I have a server which is setup on a public IP address with no hardware firewall in front of it. I would like to restrict all inbound access to the server EXCEPT traffic from the local subnet?

Now, I realise that in Windows 2008 R2 the default action is to block, however there already are many rules already in place that have their scope set to Any/Any. I could set the scope of each of these rules to just allow the local subnet, but I was wondering if there was a way to add a single overarching rule that will block all traffic but NOT a specified subnet?
