Checking if a particular hotfix is already installed on Windows Server 2003 SP2

Having an odd issue.  I'm trying to determine if a particular hotfix was installed (spoiler alert- I also (re)installed it, possibly a 2nd time now, but I still can't confirm it's actually installed!)

This is the hotfix:  http://support.microsoft.com/kb/2600100/en-us

The file link that is emailed to me leads to an exe download where the readme also confirms the same KB number:
"Hot Fix for Microsoft Knowledge Base article number(s) 2600100

I have checked in ADD/REMOVE PROGRAMS with "show updates" enabled, and I don't see this KB listed anywhere.  I also searched for it this way:

wmic qfe | find "KB2600100"

I re-installed the hotfix just in case it really never was installed before, yet I'm still unable to see it on the system.  The installer said it was installed successfully.

Any ideas where I can confirm this is in fact correctly installed? Or what the issue might be.
