broken / deleted PKI environment

We have a PKI setup here with two cert servers - enterprise, offline root and issuing CA running on server 2008R2.

Both servers were virtualised. The issue I have is (don't laugh) someone (not me) deleted the offline root CA virtual machine thinking it wasn't needed as it was turned off.

the PKI is hardly used, and no certs really have been issued from it.

my question is what are the next best steps to follow to either rebuild or decommission or run a dual PKI in the environment. We don't appear to have any backup of the server as that was deleted too.

the issuing CA is fine still fine and the root cert is valid for some years, but that's beside the point really

peoples thoughts appreciated.
