Can't Remove Read-Only Attribute

I have a 2008 R2 server. I have disabled UAC.

I have a newly created folder that I want to share with domain users. The folder by default gets the attrib of RO.

I have used the attrib -r +s on the folder in question with no success.

I have added a reg key in HKLM\software\MS\Win\CV\Explorer\UseSystemForSystemFolders reg_dword=1

I have full local admin access.

Each time I remove the read-only feature it comes back. This is extremely frustrating and another stupid idea by MS. This wasn't an issue in 2003 and to my knowledge I don't remember hearing the Admin community complaining that they wished that folders would be auto-created with RO rights.

What is the deal with this and how do I turn this crap off??!?!

This is a perfect example of why Linux is and always will be the superior OS.

MS stop trying messing around with the OS its crappy enough without you trying to make it better...you ideas suck so just listen to what you user forums are saying. Make it open and to all admins....this is ridiculous!
