Limit the number of nested folders level

Thank you for your patience and assistance.

Our organisation would like to control the number of nested folders in our shared drive but yet at the same time be able to allow end users to create folders at the third level.

For e.g. Z:\Div\Dept\Level1\Level2\Level3

1) Users are NOT allowed to create folders at Level 1 and 2 but they CAN create folders at level3

2) Users are NOT allowed to create Level 4 and above folders.

For e.g. Z:\Div\Dept\Level1\level2\level3\(no nested folders allowed)

3) Currently Domain Local permissions (Write and Deny) are set only at Level 1. We have inheritance and follow an AGDLP model. We like to keep administration simple and the number of DL group to the minimum.
