windows server 2008 can't create new when right click, only create folder.

Hi every one,

I am using server 2008 R2.

With new account ( added group Administratos), I can't creat new when right click, but it can only create New Folder. I try open file .txt and save as but not save and only save as to My Document. The detail is below:

But with account Administrator, it is ok.
