Windows Firewall Local Principals

Hello,

First of all does any one have a link that explains usage for the new "Local Principals" tab in Windows 2012 R2 Windows Firewall?

Secondly, i have setup an Windows 2012 R2 RDS server.

Then i have created an RemoteApp (IE for testing purpose) that UserA and UserB has access to.

I have then created an Windows Firewall Outgoing rule that says Block Port 80 so UserA and UserB does not have any access to web sites on port 80.

Then I have used the Local principals tab to set an Exception for UserB so from my understading, this rule should no longer apply to UserB.

But what happens is that the rule no longer applies to either UserA or UserB so both now have access to Port 80 and my block rule does not seem to apply.
