Group Policy doesn't apply to the members of user group

We are running Windows 2008 R2 RDS. We create a group policy and apply to a OU called RDSClient to restrict RDS users to access some drives and programs. The policy works fine if I add a user to OU. However, if I add a user group to the OU, the policy doesn’t apply to the member of the user group. I have check gpresult and run gpupdate. Why the policy doesn’t apply to the user group and how can I troubleshoot it?
