Request Certificate with custom values

Hello, I´m working on a deployment of StandAlone CA. Only a month ago in this country (Paraguay) we have a law about Certificate Authority and the law indicate that every certificate have to had certain fields.

Here some samples:

Serial Number = OID {2.5.4.5}  Have to be a value like: CI 123123123 (where CI = Cedula de Identidad and 123123123 is a number assigned to the person by the Police Department (Is like Social Security Number)

Surename (SN) = OID { 2.5.4.4} Have to be a value like: Casagrande (like Last name of the person that request the certificate)

Is it possible to create some requestpolicy.inf with this data? and that information appears on certificate properties?
