shared folder perms

I have a “SCAN” share on a server 2012 where SHARE perms are set to full control to everyone and NTFS perms are set up as following:

Administrators, SYSTEM and ISCANEMALL user accounts have Full control to This folder, subfolders and files.

Creator owner has modify on Subfolders and Files only and Domain Users have Modify on this folder only.

Using group policy users created their own folders under the share

\\Server\scan\%username%

Since creator owner has Modify on Subfolders and files only users can create files under the folders they created, but can’t access the files that ISCANEMALL user account creates in their folders.

When I try to change Creator Owner permissions on the share and switch Applies to: from Subfolders and files only to This folder, subfolders and files, it gets reverted back to Subfolders and files only.

Aside from going and manually changing perms on each of 300 automatically created folders, what else could be done so users can access files created by ISCANEMALL?
