Are changed to an AD users password logged

Hello

Can someone please help me with the following question,

if a user (with the relevant rights) changes the password or another Active Directory user is this logged e.g. who made the password change, which accounts password was changed, date and time of change?

If the above is yes, is it also logged if changed from the command using for example a combination of PowerShell (or VBScript) and the ADSI interface to AD
