passwords

I would like to know how to change the length of the password.

When I create new user at the server Windows Server 2012 the systém wants to put cahracters and numbers  and the length must be greater then 8 characters, but I want to have the password which have only five characters no numbers.

Do you know the procedure how to set the option for passwords? To have paswords only with characters and short?
