Firewall blocking exception

Hello

I like to make a firewall rule to block e.g 192.168.1.0/24, however I want to allow the ip 192.168.1.1, how can I do that? I did a blocking rule for 192.168.1.0/24, and another  rule to allow 192.168.1.1 but did not work, the blocking is overwriting allow.
