User can't move files

I'm working in Windows Server 2008.  I have a user account that has been given permission to Modify a folder, that is set to apply to the folder, subfolders and files.  When the user tries to grab files in a subfolder, they are given an access denied error.  What's even stranger is this only seems to effect XML files.  The user is able to grab TIF and XLS that are in the same folder, just not XML files.  When I looked at the security setting on one of the XML files, the user isn't listed under security, but is listed under the other files.  If I manually add the user to the security on an individual XML, it will show 2 users with the same name, one that has the inherited permissions and one that doesn't.  I can delete the one that doesn't have inherited permissions, and everything is as it should be, but only for that individual file. 

Why are user permissions not working for all files in a folder?  I'm not even sure how to troubleshoot anything at this point.
