On Windows 2008 Std, we have enabled encryption on a particular folder by setting its encryption property attribute. This is done by a user (say USER-A) who belongs to administrator group. There is a windows service which runs in the context of USER-A, hence it can content of the folder and create new files into it. What we have observed is that another service running under a different context is able to create normal non-encrypted files in that folder, even though the technet document states that "When you encrypt a folder, all new files created in that folder are encrypted from that point forward"
