Firewall - allow access to web site with changing IP address

I'm using Windows Firewall with Advanced Security on Windows Server 2007 SP2.  Outbound connections are blocked except for specified exceptions.  I need the computer to access forecast.weather.gov.  Responses to queries to this web site can come back from various IP addresses, and these IP addresses change over time.  So far I've been periodically checking the IP addresses and adding them to the Scope of an outbound rule.

Is there a way to set up the firewall so that access to forecast.weather.gov remains open without continuous maintenance on my part?
