The Windows Filtering Platform has blocked a connection.

Hi,

I am attempting to install a new release for an application that is installed on a Windows Server 2008 R2 Box. The installation fails immediately with an unhandled exception. Looking through the security log I see that the event ID 5157 The Windows Filtering Platform has blocked a connection, and the path to the temporary folder where the app extracts the installation files too. The new release install file is saved on the server locally, so there is no outbound connection to pull the software down from. I'm at a loss - any ideas?
