Win 2008 R2 - Your Internet security settings prevented one or more files from being opened

Gents,

I have a strange behavior on a Windows 2008 R2 machine after I found the machine rebooted. This is my dev machine on which I have an DC, DNS, IIS, SQL Server installed.

I receive the "Your Internet security settings prevented one or more files from being opened" message on any exe file I am trying to run. I do not have this problem while in Safe Mode or try to double-click an associate file. No problem as well if I use the run from the Task Manager but it doesn't work from the normal Run Command. I did try as well:

- run a Windows Security Essentials live CD - nothing found

- checked the integrity of the files - ok

- cheated another account - same behaviour

- removed the PC from the the DC GP

- changed the Internet Security Settings to minimal

- checked if the "Unlock" property of the files is checked

... but nothing works and I am running out of ideas.

Is there someone who can help?
